With reference to your telegrams April

27th and Kay 12th, is it intended that firms in

United States Philippines and Japan removed from

Statutory List on April 27th and May 13th should

be allowed same telegraphic and postal facilities

as other firms in those countries, subject however

to being careful Kensored. No instructions have

been received by Chief Censor.
